A 0.02HP/530 gallons / 15W ordinary filter pump cannot spray at all. It will be better to use a filter pump of at least 0.2hp or higher for optimal performance.

Turn off your pool pump, unscrew and remove the jet nozzle, attach the fountain, turn pump back on, and adjust the water flow and direction to your liking.
